Iran says draft U.S. deal includes sanctions relief and asset release

A senior Iranian official told Reuters that a draft memorandum with the U.S. covers issues including Iran’s nuclear programme, reopening the Strait of Hormuz, and U.S. waivers on oil sanctions, with further negotiations expected within 60 days of an initial agreement.

According to a senior Iranian official, the draft memorandum states that Iran would immediately reopen Hormuz to all commercial vessels, while the United States would lift its naval blockade on Iranian ports. The lifting of the blockade would begin immediately after signing and be completed within 30 days.

The proposal says Washington would not impose any new sanctions on Iran until a final agreement is reached. It also includes a temporary waiver of oil sanctions, allowing Tehran to export oil and receive related revenues.

Following a final deal, all U.S. and UN sanctions on Iran would be lifted according to an agreed timetable. Washington, in coordination with regional allies, would also prepare a reconstruction and development plan for Iran, to be negotiated with Tehran within 60 days.

In addition, the U.S. would release $25 billion in frozen Iranian assets through a combination of direct cash transfers, cooperation among regional countries and financial credit lines.

Nuclear commitments

Under the draft, Iran would agree not to produce or acquire nuclear weapons and would maintain the current status of its nuclear programme while negotiations continue.

This would include refraining from further uranium enrichment and not expanding nuclear facilities until a final deal is reached.

The United States would also allow Iran to dilute its stockpile of highly enriched uranium on Iranian soil under a future comprehensive agreement.

Iran’s nuclear programme, uranium enrichment activities and mechanisms for handling its stockpile of highly enriched uranium would be negotiated within 60 days of the memorandum and addressed in a final agreement.
