Morocco's National Human Rights Council (CNDH) says 14 people died on the Moroccan side during last week's mass attempt to cross into the Spanish-administered enclave of Ceuta.
The council also cited Spanish figures showing that 80 people died in connection with the incident.
The council said restaurants, cafes and large shops were ordered to close, leaving migrants without easy access to basic supplies.
It also said it had documented attacks inside Ceuta that appeared to be motivated by racism and xenophobia.
The council said 136 civilians suffered minor injuries, while 13 people were taken to hospital, mainly for fractures or scans.
Medical treatment was also provided to 87 Moroccan security personnel. The council said Spanish authorities had not published figures for injuries among their security forces.
Around 100 people were arrested following the incidents, including 11 minors.
The mass crossing attempt took place between 29 and 31 July, when tens of thousands of Moroccans gathered near the border fence with Ceuta.
Moroccan authorities described it as the largest such attempt to reach the enclave. Most of those who crossed later returned to the Moroccan town of Fnideq.
Ceuta authorities said on Monday that between 3,000 and 5,000 migrants remained inside the enclave, after more than 69,000 people had returned to Morocco.
The CNDH also reported damage to dozens of private vehicles and Moroccan security vehicles during the unrest.
