Ukraine and Russia have ended a second day of U.S.-brokered peace talks in Abu Dhabi without reaching an agreement, although both sides said further discussions were likely next weekend. The talks concluded as overnight Russian air strikes cut electricity and heating to large parts of Ukraine during sub-zero winter temperatures.
