Azerbaijan and UN-Habitat have signed a cooperation agreement to support sustainable urban development in the East Zangezur Economic Region. The partnership will focus on designing smart, resilient and inclusive settlements in Azerbaijan’s liberated territories.
The partnership will support the planning and development of settlements in Azerbaijan’s liberated territories, helping create modern, human-centred living environments for residents returning home under the Great Return programme.
The cooperation will also focus on strengthening institutional capacity and developing national expertise in urban planning.
The agreement was signed on 15 July by Anar Guliyev, Chairman of Azerbaijan’s State Committee on Urban Planning and Architecture, and Anacláudia Rossbach, Executive Director of UN-Habitat, at the UN Headquarters in New York.
Anar Guliyev said Azerbaijan considers the reconstruction of liberated territories as an opportunity to apply innovative approaches and share experience internationally.
“We approach this as an ‘Urban Lab’, a city planning laboratory. The restoration and reconstruction process in the liberated territories can become an interesting and practical example for the international community in terms of post-conflict regional development,” he added.
During the meeting, the sides also discussed the outcomes of the 13th Session of the World Urban Forum (WUF13), held in Baku in May, as well as preparations for the UN high-level meeting on the mid-term review of the New Urban Agenda.
Rossbach said that the forum successfully connected global urban development priorities with local initiatives.
“The frame of our collaboration is the exchange of experiences and expertise. We want projects implemented in Azerbaijan to benefit from international knowledge, while also learning from the urban transformation taking place in Azerbaijan,” the UN-Habitat Executive Director said.
