A Russian strike on a farm warehouse in Pryluky, north-central Ukraine, has killed at least three people, local police said. Meanwhile, EU foreign policy chief Kaja Kallas said an attack on a train near the Polish border was an attempt to intimidate Ukraine's allies.
The United States on Monday imposed new Iran-related sanctions on VTB Bank, one of Russia's largest lenders, accusing it of involvement in efforts to help Iran evade U.S. sanctions.
VTB had already been sanctioned by Washington in 2022 following Russia's invasion of Ukraine. The latest measures target the bank over its alleged role in activities linked to Iran, according to a U.S. statement.
Ukrainian President Volodymyr Zelenskyy said Ukraine is prepared to stop striking targets in Russia if international partners can guarantee that Moscow will cease attacks on Ukrainian energy facilities, critical infrastructure and food supply routes.
His comments came after U.S. President Donald Trump said Russia and Ukraine had agreed not to target each other's energy infrastructure. Zelenskyy, however, expressed scepticism about Russia's willingness to honour such an arrangement, saying Ukraine expects concrete guarantees from its partners.
“The war must be brought to an end,” Zelenskyy said, adding that a halt to attacks on critical infrastructure could serve as a first step towards de-escalation and eventual peace.
U.S. President Donald Trump said Russia and Ukraine have agreed to refrain from attacking each other's energy infrastructure.
“Ukraine has agreed not to hit Russian energy targets. Russia has agreed to do likewise,” Trump wrote on Monday.
Finland has joined France's initiative to extend the reach of its nuclear deterrent through collaboration with partner European countries, the heads of both countries have said.
In response to U.S. President Donald Trump's expressions of concern about the U.S. security commitment to Europe and to the security implications of the Ukraine war, France in March announced the Forward Nuclear Deterrence Initiative.
“The initiative is first and foremost about strengthening European security. It reinforces Europe's responsibility for its own defence and helps prevent escalation,” Finland's President Alexander Stubb said in a post on X.
Attacks on Russia's western Belgorod region have killed one person and injured another, authorities have said.
The Security Service of Ukraine has urged people living in Russian-occupied territories in Ukraine not to participate in Russia's upcoming legislative elections.
Moscow has created 11 single-member constituencies in occupied Ukrainian territories for this purpose.
These cover the regions of Donetsk, Luhansk, Zaporizhzhia, Kherson and Crimea.
Russia's strike on a Warsaw-bound train near Ukraine's border with Poland shows how desperate Russian President Vladimir Putin has become, NATO Secretary-General Mark Rutte has said.
“Russia is growing increasingly reckless as it continues its terrible war against Ukraine,” he added.
Rutte went on to say that NATO had all the options it needed to counter hybrid attacks from Russia.
“Putin knows very well that he will not be able to divide us. And we have all the response options we need when it comes to hybrids. It will not always be visible and public. But I can assure you we have all the responsible instructions,” Rutte told reporters in Brussels.
The Kremlin says instability in the Persian Gulf is rapidly worsening the situation in global oil markets as major volumes of crude are being removed from supply. Russian presidential spokesman Dmitry Peskov said disruptions had already affected a significant share of global oil flows.
He pointed to the shutdown of Saudi Arabia’s East-West oil pipeline, saying it had taken more than 4 per cent of global supplies off the market. Peskov warned that the disruption could have serious consequences for economies worldwide and increase concerns over energy security.
He also said Russia’s temporary ban on oil product exports was aimed at ensuring sufficient supplies for its domestic market. Moscow said Russian restrictions were also affecting international markets by reducing available exports. The comments came after an attack forced the Saudi pipeline, which carries around 4–5 million barrels per day, to remain out of service. The disruption has raised concerns over possible pressure on global oil prices.
Ukraine's allies must not be forced into an escalation by the drone strike on a train near the country's border with Poland, German Defence Minister Boris Pistorius has said.
