Ukrainian President Volodymyr Zelenskyy accused Russia on Thursday of failing to deliver a promised peace memorandum more than a week after it was expected, calling Moscow’s delay a deliberate attempt to sabotage negotiations.
“Words with Moscow do not work,” Zelenskyy said following a high-level meeting with Ukraine’s defense and diplomatic teams. He added that neither Ukraine nor its international partners have received the document Russia claimed to have prepared.
Zelenskyy stressed ongoing coordination with the U.S., European countries, and Türkiye ahead of the proposed second round of peace talks in Istanbul on June 2. However, he warned Russia’s stalling tactics are aimed at buying time and undermining the peace process.
“They are doing everything they can to make the meetings futile,” Zelenskyy said, urging stronger sanctions on Moscow for its actions.
The first round of talks on May 16 resulted in a major prisoner exchange and an agreement to exchange written proposals. Russia says it is ready to submit its memorandum, but Ukraine says it has yet to receive anything.
