Beginning June 30, 2025, Russia will implement a new digital pre-registration system for foreign nationals entering the country under a visa-free regime, according to updated government regulations.
Under the new rules, travelers must register at least 72 hours before arrival using the "Gosuslugi RuID" mobile application. After submitting the application, users will receive a personal QR code, which must be presented at the border.
To complete the registration, travelers must create a personal account in the app, upload a photo and personal information, and indicate their planned dates of stay in Russia.
In emergency situations, such as illness or the death of a close relative, applications can be submitted a minimum of 4 hours prior to arrival.
Exemptions from digital registration include:
- Citizens of Belarus
- Children under the age of 6
- Foreigners entering with a visa, temporary residence permit, or permanent residency
For children aged 6 to 18, the application must be submitted by a parent or legal guardian — provided they already possess a valid digital entry permit.
The new system aims to enhance border control procedures and streamline the entry process for travelers entering without a visa.
