Azerbaijan’s city of Shusha and the Turkish city of Trabzon have signed a sister-city agreement during the 13th Session of the World Urban Forum (WUF13) in Baku, expanding regional cooperation between the two countries.
The agreement was formalised during a special session titled “Cities at the Heart of Connectivity”, which focused on regional partnerships and urban cooperation.
A protocol document was signed by Ahmet Metin Genç, Mayor of Trabzon Metropolitan Municipality, and Aydın Karimov, Special Representative of the President of the Republic of Azerbaijan in the Shusha district.
The new sister-city partnership aims to strengthen cultural, economic and humanitarian ties between Shusha and Trabzon.
Officials said the agreement reflects broader efforts to deepen Azerbaijan–Türkiye cooperation through city-level partnerships and regional connectivity initiatives.
The signing also highlighted how the World Urban Forum is serving as a platform not only for urban policy discussions, but also for expanding international and regional cooperation between municipalities and local authorities.
The session emphasised the growing role cities play in strengthening transport, economic and cultural links across regions.
The agreement provides Shusha, widely regarded as Azerbaijan’s cultural capital, and Trabzon, a major Black Sea city in Türkiye, with a framework for future cooperation in areas including culture, tourism, urban development and people-to-people exchanges.
