Member states of the Collective Security Treaty Organization (CSTO) are expected to discuss suspending Armenia's voting rights at a summit in Moscow in November, according to a senior Russian official.
Russia's representative to the CSTO, Viktor Vasilyev, said the issue could be be discussed during the alliance's Collective Security Council meeting on 11 November.
"The next session of the CSTO Collective Security Council will take place in Moscow on 11 November, and the leaders of the member states will likely discuss this issue," Vasilyev said, according to Russian media.
He added that any decision would require unanimous approval from all member states.
Vasilyev said the CSTO charter allows a member state's rights to be suspended if it fails to meet its financial obligations to the organisation for more than two years.
Such measures could include suspending voting rights and the ability to nominate candidates for quota-based positions within the alliance.
He said Armenia had effectively been in that position for more than two years, noting that it had neither nominated officials to the CSTO Secretariat nor maintained representatives within the organisation's Joint Staff.
Armenia announced in February 2024 that it was freezing its participation in the Russia-led security alliance, reflecting a deepening rift with Moscow over security issues.
The CSTO comprises Russia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Armenia, although Yerevan has largely disengaged from the bloc's activities over the past two years.
