Azerbaijan's Foreign Ministry has established the Climate Diplomacy Department to strengthen Baku's diplomatic role in the Baku-Belém Roadmap, aiming to foster international cooperation for a significant increase of financial resources to support developing countries.
"Azerbaijan will contribute to this process as a permanent participant in international climate negotiations. New political positions will emerge, both in our economic policies and our overall approach to climate issues. However, our primary goal remains to translate the progress achieved thus far into action—to move from ambition to implementation," said Yachin Rafiyev, Azerbaijan's Deputy Foreign Minister.
He stated that the "Baku-Belém Roadmap" would be presented at COP30. Its goal is to scale up climate finance from all public and private sources to at least USD 1.3 trillion annually by 2035 to support climate action.
"We are currently working with our Brazilian counterparts on a comprehensive roadmap from Baku to Belém to mobilize USD 1.3 trillion in climate financing. This document will be presented to member states at COP in Belém. Its primary objective is to outline concrete pathways for reaching this financing target, clearly define sector-specific responsibilities and goals, and ensure alignment with the national objectives of participating countries," the Deputy Minister added.
Rafiyev stated that all countries must collaborate over the next decade, mobilizing resources not only from governments but also from the private sector, multilateral development banks, and other financial sources.
