Ukrainian President Volodymyr Zelenskyy has met Spain’s prime minister and king during an unannounced visit to Madrid, calling on Latin American countries to help Ukraine with the reconstruction of damaged infrastructure.
Zelenskyy arrived in Spain on Wednesday evening and met Prime Minister Pedro Sánchez and King Felipe VI on Thursday (5 November). He also took part in the final day of the 30th Ibero-American Summit in Madrid.
Speaking to leaders from Latin America, Zelenskyy urged them to raise awareness of the war in Ukraine and what he described as Russian attacks on civilians, including the strike on a humanitarian aid distribution point in Komyshuvakha, Zaporizhzhia region.
He also outlined possible assistance from countries in the region, including transformer supplies from Brazil, Mexico, Argentina and Colombia, and electrical cables from Chile.
Sánchez said support for Ukraine should not come only from European countries, warning that failing to defend the country’s sovereignty would legitimise the “right of the strongest”.
Following his meeting with King Felipe VI, Zelenskyy said Ukraine was counting on Spain’s support to strengthen its air defences.
The visit followed Zelenskyy’s unannounced trip to Berlin on 3 November, where he met German Chancellor Friedrich Merz.
At a joint press conference, Merz backed Zelenskyy’s participation in the G20 summit scheduled for 14-15 December in Miami. He said Ukraine should be represented if its future was discussed at the meeting.
Zelenskyy thanked Germany for its support and ruled out telephone talks with Russian President Vladimir Putin, saying a face-to-face meeting was necessary.
The visits to Germany and Spain came ahead of planned trilateral discussions involving the United States, Ukraine and Russia in Abu Dhabi on 10–11 November.
U.S. envoy Steve Witkoff said the meetings were scheduled to address efforts to end the war. Zelenskyy said Ukraine was coordinating with its partners to secure concrete results on security and advance the next steps towards peace.
