The future of U.S. President Donald Trump’s Gaza roadmap remains uncertain, with Israel and Hamas divided over its implementation, particularly the sequence of Hamas’s disarmament and an Israeli withdrawal.
Israeli Prime Minister Benjamin Netanyahu reiterated his opposition to the 15-point proposal on Sunday, while Hamas has accepted the framework but maintains that Israel must fulfil its commitments as part of the process.
Netanyahu insists Israeli forces will not withdraw from Gaza until Hamas is disarmed, while Hamas says Israel must halt its attacks and begin withdrawing as the process moves forward.
Under the U.S.-backed proposal, Reuters reported that Hamas would place its weapons in storage under the authority of Gaza’s Palestinian technocratic administration, with the weapons eventually rendered unusable.
Nickolay Mladenov, the Board of Peace’s lead envoy for Gaza, told Israel’s Channel 12 that an Israeli withdrawal would take place once there were verified steps towards disarmament on the ground.
His comments offered further detail on how Washington envisages bridging the competing demands, although questions remain over how the process would be verified and when Israeli troops would begin withdrawing.
Anadolu, citing Israel’s Channel 12, reported that the U.S. administration was “not troubled” by Netanyahu’s rejection and viewed his position partly as “election politics”. The assessment has not been publicly confirmed by Trump or a named U.S. official.
Meanwhile, Reuters reported that Israel has significantly scaled back attacks in Gaza following U.S. pressure. Mladenov met Netanyahu last Monday and urged him to halt attacks. Israel subsequently agreed to restrict operations to what it considers immediate threats, according to a source familiar with its position.
Trump announced on 30 July that an agreement had been reached for the “complete disarmament” of Hamas and other armed groups in Gaza. However, positions expressed since then indicate that major differences over implementation remain.
While Hamas has accepted the framework and Washington continues its mediation efforts, Netanyahu maintains that Israel will not withdraw before Hamas is disarmed.
No timetable has yet been announced for implementing the roadmap.
