The White House, U.S., has released a 20-point proposal aimed at ending the war in Gaza and establishing long-term peace, U.S. President Donald Trump said while hosting Israeli Prime Minister Benjamin Netanyahu.
The plan envisions Gaza as a “deradicalised, terror-free zone” and calls for immediate redevelopment to benefit civilians. It stipulates that if both sides agree, the war would end immediately, Israeli forces would withdraw to agreed positions, and all hostages, living or deceased, would be returned within 72 hours.
Following the hostage release, Israel would free 250 life-sentence prisoners and 1,700 Gazans detained since October 2023. Hamas members willing to decommission weapons and commit to peaceful co-existence would receive amnesty.
The plan proposes that Gaza be governed by “a technocratic, apolitical Palestinian committee” overseeing public services, with Hamas and other factions excluded from governance. A temporary International Stabilization Force (ISF) would be deployed with the support of regional partners.
If Hamas rejects the proposal, aid operations would continue under ISF control. During meeting with Netanyahu, Trump warned that if Hamas rejects the White House plan, Israel will have his full backing to destroy the group. Trump’s plan also includes an economic development programme to rebuild Gaza, including a special economic zone with preferred tariffs and international support.
The proposal guarantees that residents would not be forced to leave Gaza and could freely return if they chose to depart. It also includes an interfaith dialogue process and a pathway toward Palestinian self-determination if Palestinian Authority reforms are faithfully carried out.
