Minval Politika has released a third set of footage it says shows former International Criminal Court prosecutor Luis Moreno Ocampo discussing the use of artificial intelligence in a project linked to Armenia and ‘Nagorno-Karabakh’.
The latest material adds a new technological layer to the outlet’s earlier allegations about a wider campaign involving pressure on Azerbaijan, European political channels, Armenian lobbying networks, and financial support linked to Russian-Armenian business circles.
In the footage, Ocampo allegedly says his next step is to organise the work on a platform using artificial intelligence. He refers to cooperation with the University of São Paulo’s Physics Department and says he has discussed the project with people involved in AI-related companies.
Ocampo allegedly describes what he calls the “Armenian project” as a pilot for a company using artificial intelligence.
In another part of the footage, Ocampo says he works with a physicist in Brazil and that the project uses modern physics and artificial intelligence to model “global order and global disorder”. He also says Brazil is funding the work and that supercomputers are involved.
According to the footage, the project initially focused on global order, before shifting to genocide and then to ‘Nagorno-Karabakh’. Ocampo allegedly says the focus moved there because he had “a lot of information”.
He also describes the work as an academic product and says he is trying to create a cross-border company that can turn the information produced into material reaching politicians, decision-makers, mainstream media, social media and other academics.
Asked whether he is developing a programme that uses artificial intelligence, Ocampo allegedly replies: “Yes, yes.”
Minval Politika presents the footage as evidence that Ocampo was seeking to turn an academic project into a broader influence mechanism, using AI, media visibility, expert circles and political access.
The outlet argues that the material shows an attempt to package information and political messaging in an academic format, then scale it through technology and international networks.
The latest footage follows earlier Minval Politika reports alleging that Ocampo discussed ways to increase legal and political pressure on Azerbaijan through European institutions, including the European Parliament and pressure on European Commission President Ursula von der Leyen.
In those earlier reports, Minval Politika also alleged that Ocampo referred to links involving Josep Borrell’s circle, Armenian lobbying networks, and financial support from Armenian and Russian-Armenian sources.
The outlet further claimed that the alleged campaign was not limited to Azerbaijan. It said separate footage involving Ocampo’s son, Tomas Moreno Ocampo, included remarks about Armenia’s internal politics and Prime Minister Nikol Pashinyan.
Minval Politika says it sent official requests to European institutions, including the European Parliament, asking whether they would examine possible links between Ocampo, European structures and Borrell’s circle. The outlet says it has not yet received a response and plans to send a follow-up request.
The outlet also links the alleged funding network to Armenian businessmen with ties to Russia, naming Samvel Karapetyan and Ruben Vardanyan among figures it says may be connected to wider efforts against Azerbaijan.
Minval Politika says the videos are authentic and were not altered by artificial intelligence.
