Tajikistan and the European Bank for Reconstruction and Development (EBRD) are drawing up a $900 million investment roadmap for 2026–2030, aimed at boosting economic growth, infrastructure and private-sector development.
The proposed five-year plan was discussed during a meeting between Tajik President Emomali Rahmon and EBRD Vice President for Banking Matteo Patrone in Dushanbe.
According to the Tajik presidential press service, the roadmap is expected to expand the bank’s support for the country’s economy, with a particular focus on businesses and investment.
Rahmon hailed the EBRD as a key partner in strengthening Tajikistan’s economy and infrastructure, urging the bank to expand direct financing for manufacturers and provide more affordable, long-term loans to small and medium-sized enterprises, particularly in regional areas.
Discussions also covered expanding lending in the national currency and helping domestic companies prepare to issue bonds.
Beyond business support, the investment priorities include upgrading drinking water supplies, wastewater management and irrigation systems, alongside improving the governance of state-owned enterprises.
The two sides also explored opportunities in public-private partnerships, education and digitalisation.
The proposed roadmap builds on more than 30 years of cooperation between Tajikistan and the EBRD. Since launching operations in the country in 1993, the bank has invested more than €1.1 billion (about $1.23 billion).
The investment framework was formalised through a memorandum of understanding signed in September by Tajik Finance Minister Faiziddin Kahhorzoda and EBRD President Odile Renaud-Basso.
Under the proposed plan, EBRD financing would average around $180 million a year from 2026 to 2030, approximately 75 per cent more than the nearly $103 million in financing agreements signed by the bank in Tajikistan in 2025.
That annual investment would be equivalent to roughly 1 per cent of Tajikistan’s 2025 gross domestic product, estimated at $17.7 billion.
The proposed funding would put the EBRD’s investment commitments close to those of the Asian Development Bank (ADB), which is expected to provide around $1.1 billion in support over the same five-year period.
That amounts to approximately $220 million annually, compared with the EBRD’s planned $180 million.
If fully implemented, the roadmap would significantly increase the EBRD’s financial support for Tajikistan, channelling more investment into infrastructure, businesses and long-term financing across the country.
