Uzbekistan and Kyrgyzstan have elevated their bilateral relationship to the level of an alliance after Presidents Shavkat Mirziyoyev and Sadyr Japarov signed a Treaty on Allied Relations during high-level talks in the Kyrgyz resort city of Cholpon-Ata.
The treaty was signed during Mirziyoyev's state visit to Kyrgyzstan, where the two leaders discussed expanding strategic cooperation across trade, energy, transport and regional connectivity.
The presidents described bilateral ties as being at a historic high, noting that trade between the two countries has increased almost tenfold in recent years, reaching $1.2 billion in 2025. Around 450 joint ventures have been established, supported by a bilateral development fund that finances cooperative projects.
The leaders reaffirmed their goal of increasing annual trade to $2 billion by expanding mutual exports, opening trade houses in both capitals and strengthening industrial cooperation in sectors including energy, geology, critical minerals, logistics, agriculture, pharmaceuticals and textiles.
They also welcomed a new package of trade contracts and investment agreements signed during a bilateral business forum held ahead of the visit.
Energy and transport featured prominently in the talks, with both sides stressing the importance of moving the Kambarata-1 hydropower project into its implementation phase.
The presidents also reviewed progress on the China–Kyrgyzstan–Uzbekistan railway, agreeing to improve border infrastructure, digitalise customs and permit procedures, and create more favourable conditions for cross-border freight transport along the corridor.
The two countries also agreed to establish an Interstate Council to coordinate cooperation and strengthen ties between their governments, parliaments, ministries, regions and business communities. The first Uzbekistan–Kyrgyzstan Regional Forum is expected to take place before the end of the year.
Alongside the alliance treaty, the two sides exchanged a package of bilateral agreements covering border issues, the joint use of the Chashma spring, social insurance and pensions, the mutual recognition of higher education qualifications, border crossing procedures, tourism, culture, agriculture and cooperation relating to facilities in Kyrgyzstan's Issyk-Kul region.
The leaders also pledged to continue close coordination within international organisations, including the United Nations, the Shanghai Cooperation Organisation, the Organisation of Turkic States and the Consultative Meeting of Central Asian Heads of State.
During the visit, Mirziyoyev was awarded the Order of Manas, First Class, one of Kyrgyzstan's highest state honours, in recognition of his contribution to strengthening friendship, good neighbourly relations and strategic cooperation between the two countries.
Accepting the award, Mirziyoyev described it as recognition of the joint efforts to elevate Uzbekistan–Kyrgyzstan relations to a new historic level of allied partnership.
