Police arrested a 30-year-old man at the scene and said the crash was not being treated as an act of terrorism.
The incident occurred at the Lapu Lapu Day Block Party, a celebration of a Philippine national hero, near East 41st Avenue and Fraser Street. Witnesses reported seeing the vehicle driving erratically before it struck the crowd.
The suspect, who was already known to police, was detained by festival-goers until authorities arrived. Prime Minister Mark Carney and local officials expressed shock and sorrow over the tragedy, which came just days before Canada’s federal election.
