UN Secretary-General António Guterres responds to discussions on a potential temporary administration in Ukraine, reaffirming the presence of a legitimate government and clarifying the UN’s role in mediation efforts.
UN Secretary-General António Guterres on Friday addressed discussions regarding a proposal for a temporary administration in Ukraine.
When asked about the possibility of a UN-led interim administration, Guterres stated: "Firstly, Ukraine has a legitimate government, and that must, of course, be respected."
Commenting on the broader conflict and diplomatic efforts, Guterres confirmed that the UN has maintained some contact with the United States. However, he clarified that the organisation is not currently engaged in direct negotiations related to a ceasefire in the Black Sea region.
During a meeting with submarine personnel in the Russian city of Murmansk on Thursday, Russian President Vladimir Putin referenced international practices that, in some cases, allow for external governance. He suggested that such an approach could create conditions for negotiations on Ukraine.
Putin stated that for negotiations to take place, a recognised government must be in place, adding that "in principle, a temporary administration could be considered under the auspices of the UN, the United States, European nations, and other partners."
