Brazil's presidential campaign has been shaken by the emergence of a corruption and money-laundering investigation involving Senator Flavio Bolsonaro, the leading right-wing challenger to incumbent President Luiz Inácio Lula da Silva, just weeks before voters head to the polls.
The probe, opened in July 2025 and revealed through recently unsealed court documents, centres on the financing of Dark Horse, a film about former President Jair Bolsonaro.
The case has added a new layer of uncertainty to an election already expected to be decided by a narrow margin.
With opinion polls showing Flavio Bolsonaro and Lula running neck-and-neck ahead of the October vote, the timing of the revelations could prove politically significant.
At the heart of the investigation are allegations that funds used to finance Dark Horse may have involved illicit financial transactions linked to disgraced banker Daniel Vorcaro, the controlling shareholder of Banco Master.
Federal investigators are examining whether money provided for the production was transferred through offshore structures and foreign accounts in ways that may constitute corruption, money laundering and illegal foreign-exchange operations.
The investigation was triggered by communications recovered from Vorcaro's mobile phone. According to police findings, Flavio Bolsonaro allegedly solicited financial support for the film and encouraged Vorcaro to accelerate payments to keep production moving forward.
Authorities believe approximately 61 million reais, equivalent to about $12 million, was directed toward the project during 2025.
Bolsonaro has rejected any suggestion of wrongdoing.
Speaking after a campaign event in Manaus, he said the film was financed entirely through private sponsorship and insisted that all transactions were legal.
“I have nothing to hide,” he told reporters, describing the project as fully compliant with the law.
The allegations emerge from a broader investigation into Banco Master and its owner, Daniel Vorcaro, who is currently imprisoned in connection with what authorities describe as one of the largest financial fraud cases in Brazilian history.
The bank's collapse has generated ripple effects across Brazil's political and institutional landscape, with investigators examining links between Vorcaro and senior lawmakers, central bank officials, government figures and members of the judiciary.
Several portions of the wider case remain under judicial secrecy, but the newly released documents have intensified public scrutiny of figures connected to the banker.
For political observers, the latest revelations place Flavio Bolsonaro at the centre of a scandal that extends far beyond electoral politics.
Investigators are also exploring whether some of the funds connected to the film were transferred to entities linked to Eduardo Bolsonaro, Flavio's brother and a prominent political ally of the Bolsonaro family.
Eduardo Bolsonaro currently resides in the United States and serves as an adviser to his brother's presidential campaign.
Police documents indicate that millions of dollars were allegedly transferred to a U.S.-based investment structure associated with Eduardo. Investigators are attempting to determine whether those transfers were directly related to the financing of Dark Horse.
Both brothers have strongly denied any wrongdoing.
Eduardo Bolsonaro has argued that the use of foreign financial structures was intended to protect assets from potential judicial interference, not to conceal illicit activity.
“They want to frame this as bribe money, which it isn't,” he said.
The investigation arrives during one of Brazil's most competitive elections in years.
Recent polling suggests Lula maintains a narrow advantage in a potential second-round runoff, with 46 per cent support compared with 44 per cent for Flavio Bolsonaro. However, the results remain within the survey's margin of error, indicating an extremely close race.
Political analysts say even modest shifts among undecided or swing voters could determine the outcome.
While corruption investigations have historically damaged political campaigns in Brazil, the extent of the impact remains unclear.
Flavio Bolsonaro has attempted to portray the investigation as politically motivated and has called for maximum transparency.
“Investigate everything and everyone,” he told supporters. “Let's see who is right.”
Despite former President Jair Bolsonaro serving a prison sentence for his role in the events following the 2022 election, the Bolsonaro family continues to exert substantial influence on Brazil's political right.
Flavio Bolsonaro has emerged as the leading figure of that movement and has built his campaign around criticism of Lula's government, promises of economic reform and appeals to conservative voters.
Meanwhile, Eduardo Bolsonaro remains active internationally and is continuing efforts in Washington to push for renewed sanctions against Supreme Court Justice Alexandre de Moraes, one of the most controversial figures in Brazilian politics.
The campaign against Moraes has become a rallying point for Bolsonaro supporters, who accuse the judiciary of political bias. Critics, however, view the effort as an attempt to undermine democratic institutions.
The release of the court documents means Flavio Bolsonaro now faces a difficult balancing act: defending himself against allegations while maintaining momentum in a campaign entering its final weeks.
Lula, for his part, has sought to keep some distance from the controversy while publicly supporting transparency.
“Investigate everything, disclose everything, regardless of who it hurts,” the president said recently.
Whether the investigation ultimately alters voting intentions remains uncertain. But with little time remaining before Brazilians cast their ballots, the revelations have ensured that questions surrounding Dark Horse and the Banco Master scandal will remain central topics in the race for the presidency.
