Preliminary reports suggest the incident may have resulted from a breach of safety regulations, according to Russia’s state-run news agency.

Rescuers and law enforcement officials are on-site, working to determine the exact cause of the explosion, the regional government stated. Governor Valentin Konovalov assured that investigations are underway.
