Two volumes of Xi Jinping’s speeches on reform published in China

China has released the first and second volumes of a compilation of speeches by President Xi Jinping on comprehensively deepening reform, covering works from 2012 to 2025.

The books, published by the Central Party Literature Press, were compiled by the Institute of Party History and Literature of the Communist Party of China (CPC) Central Committee. They are available nationwide.

The first volume contains 73 speeches and writings from December 2012, when Xi became CPC general secretary, to December 2018. The second volume features 92 works from January 2019 to April 2025, some of which are published for the first time.

Xi’s message

According to the publishers, the works present new viewpoints and conclusions on why reform should be deepened in the “new era” and how it should proceed. They are described as offering guidance for building a “great country” and advancing national rejuvenation through Chinese modernisation.

Political context

Xi has made “comprehensively deepening reform” a central theme since taking power more than a decade ago. The phrase refers not only to economic modernisation but also to governance, technology, and social policy, framed as part of China’s long-term development strategy.

The release of the volumes comes as China faces slower economic growth, demographic pressures, and rising tensions with Western powers, adding weight to the leadership’s emphasis on reform as a tool to sustain stability and modernization.
