Azerbaijan and Kuwait cemented plans to broaden cooperation in trade, energy and other key sectors on April 30, signing a two-year roadmap and multiple accords at their third Joint Commission meeting, co-chaired by the countries’ foreign ministers.
To further deepen bilateral ties between the Republic of Azerbaijan and the State of Kuwait, the two sides convened the 3rd Meeting of the Joint Commission for Cooperation in Kuwait on 30 April 2025. Co-chaired by Azerbaijan’s Foreign Minister Jeyhun Bayramov and Kuwait’s Foreign Minister Abdullah Ali Al-Yahya, the gathering brought together officials from a broad range of ministries and agencies.
The commission serves as a standing platform for coordinated dialogue, aimed at reinforcing relations founded on mutual respect and shared interests. Both delegations underlined the steady, long-term growth of friendship between their countries and reiterated a common resolve to boost collaboration across energy, trade, investment, infrastructure, high technology, transport, agriculture, food security, education, health, tourism, media, and sports.
Key outcomes included:
Trade and investment – Agreement to enlarge bilateral trade flows, back joint industrial and technology projects, and enhance logistics links.
Energy cooperation – Commitment to expand ties in oil and gas while exploring joint clean-energy ventures to diversify both economies.
Sectoral accords – Signing of a new agricultural cooperation pact and programmes covering sports, culture, and tourism.
Kuwait congratulated Baku on securing and preparing to host COP29, calling it evidence of Azerbaijan’s growing prominence on the global stage. Both sides also praised coordination in multilateral forums and affirmed support for each other’s sovereignty and territorial integrity.
Within the Gulf Cooperation Council (GCC) context, Azerbaijan commended Kuwait’s current GCC chairmanship, and the two states pledged to carry out the GCC–Azerbaijan joint work plan for 2024-2028.
The session concluded with the signing of the meeting’s protocol, its oversight mechanisms, and an annexed two-year joint roadmap covering 2025-2027. The parties agreed to hold the 4th Joint Commission meeting in 2027 in Baku.
