Azerbaijan has prepared a new draft law on the agricultural sector aimed at strengthening state support, ensuring food security, promoting sustainable development and improving the sector’s adaptation to climate change.
The draft aims to establish the legal, organisational, social, and economic framework for state regulation and support of agriculture, focusing on sustainable development, food security, and rural areas.
If adopted, the new law will replace the existing laws “On Grain,” “On Tea Growing,” “On Cotton Growing,” and “On Agricultural Cooperation,” with relevant provisions incorporated into the new legislation.
The proposed amendments also cover the Civil Code and the laws on Credit Unions, the Budget System, Phytosanitary Control and Ecological Agriculture.
The concept of an “agrarian subsidy” will be incorporated into the Law on the Budget System.
As crop production and plant health will be regulated under Chapter 4 of the new law, several provisions of the Law on Phytosanitary Control concerning the phytosanitary service, including relevant definitions and an entire chapter, will be repealed.
A number of terminological amendments will also be introduced to the Law on Ecological Agriculture.
Meanwhile, Azerbaijan's Agriculture Minister Majnun Mammadov has previously highlighted the need for a more productive, technologically advanced and competitive agricultural system, with sustainable development and food security among the sector’s priorities.
According to the minister, the State Program on the Development of Production and Processing of Agricultural, Fishery and Aquaculture Products for 2026-2030, approved on 25 May 2026, identifies sustainable development of the agricultural sector and an accelerated transition to an intensive and competitive production model as key priorities.
