NATO envoy holds talks in Azerbaijan on partnership and regional security

A senior NATO official has visited Azerbaijan for high-level talks on bilateral cooperation, regional security and preparations for the upcoming NATO summit in Ankara. The visit marked his first official trip to the country.

Focus on cooperation and regional security

Ambassador Kevin Hamilton, NATO Secretary General’s Special Representative for the Caucasus and Central Asia, met senior Azerbaijani officials, including Hikmet Hajiyev, Assistant to the President, and Deputy Foreign Ministers Araz Azimov and Elnur Mammadov.

The talks focused on the development of NATO-Azerbaijan relations, regional security, and practical cooperation, including defence planning, military interoperability, education and efforts to counter hybrid threats.

Hikmet Hajiyev said Azerbaijan remained a reliable NATO partner, highlighting progress in practical cooperation and interoperability between the two sides. In a post on X, he said both sides had held “substantive discussions on different aspects of the Azerbaijan-NATO partnership and exchanged views on issues of mutual interest.”

According to NATO, Hamilton underlined Azerbaijan’s importance as a regional partner and welcomed progress in the Armenia-Azerbaijan peace process, describing it as a key factor in promoting stability in the South Caucasus.

He also highlighted Azerbaijan’s contributions to NATO-led missions, its support for Ukraine, and its role in strengthening Europe’s energy security.

Partnership programme

The visit also included meetings with foreign policy experts and academics as NATO and Azerbaijan continue work on an Individually Tailored Partnership Programme (ITPP) aimed at further strengthening cooperation.
