Azerbaijani President Ilham Aliyev has sent a message to participants of the international conference 'Combining Efforts and Expanding Cooperation for Resolving the Issue of Missing Persons', held in Baku within the framework of the Baku Dialogue on Missing Persons.
The address was read out by the Chairman of the State Commission on Prisoners of War, Hostages and Missing Citizens, Ali Naghiyev.
President Aliyev described the issue of missing persons as one of humanity’s most pressing challenges, noting that, according to the United Nations, nearly 57,000 people went missing in conflict zones in 2024 alone.
He said that around 4,000 Azerbaijanis, including women, children and the elderly, went missing as a result of Armenia’s aggression.
Since the liberation of Azerbaijani lands, 29 mass graves have been discovered, revealing evidence of torture and unlawful killings according to experts.
President Aliyev also highlighted that the August 2025 Joint Declaration signed in Washington marked a new stage for lasting peace in the South Caucasus, with a special clause on missing persons included in the peace agreement.
He called on Armenia to disclose the locations of other mass graves and reiterated Azerbaijan’s commitment to international cooperation on this issue, expressing confidence that the conference will contribute to global efforts to resolve the fate of missing persons.
