Turkish President Recep Tayyip Erdoğan has said legislation paving the way for the dissolution of the Kurdistan Workers' Party (PKK) will be submitted to parliament within days, marking the latest step in efforts to end the group's decades-long armed campaign against the Turkish state.
Speaking after Wednesday's cabinet meeting, Erdoğan said the proposed legislation would support the next phase of efforts to end the PKK's decades-long armed campaign against the Turkish state.
He did not disclose details of the bill or say what legal measures it would contain.
The announcement marks the latest step in a process that began in February 2025, when Abdullah Öcalan, the PKK's long-imprisoned leader, issued a public appeal urging the group to lay down its arms and disband.
The PKK's Iraq-based leadership later declared its intention to dissolve the group, which has long been designated a terrorist organisation by Türkiye, the U.S. and the European Union, in line with Öcalan's call.
The declaration raised hopes of a breakthrough in a conflict that has killed tens of thousands of civilians and military personnel since it began in 1984.
While the PKK has taken symbolic steps towards disarmament, the broader process has remained in limbo amid unresolved questions over implementation, verification and the legal framework governing the group's dissolution.
In his latest remarks, Erdoğan said the government was preparing legislation to establish a formal legal basis for the next phase of the process.
Successive Turkish governments have sought to end the conflict through military operations and political initiatives, but previous peace efforts have repeatedly stalled amid renewed violence.
The current initiative is being closely watched in Türkiye and abroad because it marks the first time both Öcalan and the PKK's Iraq-based leadership have publicly endorsed ending the group's armed insurgency.
Once submitted, the proposed legislation is expected to face parliamentary scrutiny.
Erdoğan said the bill would be sent to lawmakers "in the coming days" but gave no indication of when parliamentary debate or a vote would take place.
