The COP29 Presidency has released nine Declarations and Pledges, inviting global stakeholders to endorse these key climate initiatives, aimed at uniting efforts, enhancing ambition, and supporting UNFCCC goals ahead of COP29 in Baku this November.
The COP29 Presidency has published the final texts of nine Declarations and Pledges as part of its Action Agenda for the UN climate summit in Baku this November.
These documents aim to unite global stakeholders in advancing key climate priorities. Outlined initially in a September open letter, the Action Agenda complements the UNFCCC negotiations by encouraging broad action across sectors.

The COP29 Truce Appeal has received support from 127 countries and almost 1,100 non-state actors, calling for a conflict pause to reduce military emissions and promote peace. The Declarations and Pledges encourage increased ambition, with national targets and shared climate principles, and will launch at COP29 alongside a series of Presidency-led discussions.
COP29 President-Designate Mukhtar Babayev emphasized the importance of the Declarations and Pledges, calling them "vital tools to drive progress on climate action."
He urged all parties and non-state actors to endorse the documents to "build momentum ahead of COP29," noting that while pledges alone won’t achieve all necessary changes, they are key to advancing the COP29 Presidency’s vision of enhanced ambition and action.
Designed to support the UNFCCC negotiations, these initiatives offer added paths for commitment, particularly for non-state actors, to help accelerate progress toward Paris Agreement goals.
