Israel and Morocco have agreed to upgrade their diplomatic relations, turn their existing missions into full embassies and appoint ambassadors, marking a further expansion of ties restored under the U.S.-brokered Abraham Accords.
The agreement was reached during a trilateral meeting in New York between Israeli Foreign Minister Gideon Sa’ar, Moroccan Foreign Minister Nasser Bourita and U.S. Ambassador to the United Nations Mike Waltz.
The three sides reaffirmed their commitment to strengthening Israel-Morocco relations, including elevating the countries’ diplomatic missions to embassy status and appointing ambassadors.
Israel and Morocco currently operate liaison offices in Rabat and Tel Aviv. They restored diplomatic relations in December 2020 as part of a U.S.-brokered agreement linked to the Abraham Accords.
The agreement goes beyond diplomatic representation, with Israel and Morocco also committing to deepen economic and travel links.
The two countries agreed to finalise agreements on investment protection and the prevention of double taxation by the end of 2026, measures aimed at facilitating bilateral investment and strengthening commercial ties.
They also agreed to expand direct air links, with Moroccan airlines expected to operate flights between the two countries, and to organise reciprocal high-level visits in the coming months.
Sa’ar said the declaration outlined “practical ways” to strengthen relations between the two countries and pledged to work towards its implementation.
Israel and Morocco have expanded cooperation in trade, tourism, security and defence since restoring ties six years ago.
Their 2020 agreement was accompanied by U.S. recognition of Moroccan sovereignty over Western Sahara, a disputed territory whose status remains contested internationally.
The latest agreement represents another step in formalising the relationship, moving both countries from liaison offices to full diplomatic representation.
