Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State Marco Rubio held a meeting on the sidelines of the Association of Southeast Asian Nations (ASEAN) Foreign Ministers Meetting in Pasay, Manila on Thursday, the TASS news agency reported.
