Yevhenii Khmara: Zelenskyy names spy chief as Ukraine's acting defence minister

Ukrainian President Volodymyr Zelenskyy has nominated the acting head of the Security Service of Ukraine, Yevhenii Khmara, to serve as acting defence minister. It follows rare protests across Ukraine on Thursday after Zelenskyy dismissed Defence Minister Mykhailo Fedorov in a government reshuffle.

Under Ukrainian law, Khmara cannot serve as defense minister while leading the Security Service. He is expected to retire from that post, which allows Zelenskyy to request that parliament formally appoint him as defence minister. 

Zelenskyy cited Khmara's experience with overseeing long-range strikes on Russia can help drive reforms in the defence sector.

“This is exactly where our defense efforts should be focused during this war,” the Ukrainian president said in a statement.

Protests over Federov dismissal

Following Fedorov's sacking on Thursday, the largest protest took place outside the presidential office in Kyiv, where more than 1,000 people gathered, chanting "Shame!" and carrying placards reading "Bring Fedorov Back" and "Exchange Prisoners, Not Fedorov."

A rare display of dissent

Fedorov, a 35-year-old technology expert, had led efforts to modernise Ukraine's armed forces and improve the efficiency of the country's military as it continues to fight Russia's full-scale invasion.

Thursday's protests marked one of the rare public displays of dissent seen in Ukraine since the start of the war. The scenes drew comparisons with demonstrations in July last year, when widespread public pressure led Zelenskyy to reverse plans that would have reduced the independence of the country's anti-corruption agencies.

Ukraine's parliament on Thursday approved a new government led by Prime Minister Sergii Koretskyi, a former energy executive.
