European nations are reportedly collaborating with Ukraine on a 12-point plan aimed at ending Russia’s conflict along the existing front lines, according to Bloomberg News on Tuesday.
The plan would be overseen by a peace board chaired by U.S. President Donald Trump, Bloomberg said, citing individuals familiar with the discussions.
On Tuesday, European leaders urged Washington to maintain pressure for an immediate ceasefire in Ukraine, using the current battle lines as the framework for future negotiations. Moscow has continued to insist that Kyiv must concede additional territory before any ceasefire can be agreed.
As part of the proposal, Ukraine would be granted security guarantees, financial support for reconstruction, and a fast-track route to European Union membership. Bloomberg also reported that once Russia agrees to a ceasefire and both sides commit to halting further territorial gains, the plan includes provisions for returning all deported Ukrainian children and conducting prisoner exchanges.
Negotiations would then take place over the administration of occupied areas, though neither Europe nor Ukraine would legally recognise any of those territories as part of Russia, the report said.
