The International Civil Aviation Organization (ICAO) has determined that Russia violated international air law in the 2014 downing of Malaysia Airlines Flight MH17.
ICAO's Council concluded that Russia failed to meet its responsibilities under the Chicago Convention, which bans the use of weapons against civilian aircraft. This ruling follows legal action taken by Australia and the Netherlands in relation to the shooting down of Flight MH17 over eastern Ukraine. A comprehensive decision document will be made available later.
