The U.S. has proposed a final peace framework to end the Russia-Ukraine war, offering a ceasefire, territorial compromises, security guarantees for Ukraine, and renewed economic ties with Russia, according to talks held in Paris.
The United States has presented what it calls a final peace offer to end the war between Russia and Ukraine, as shared by U.S. envoy Steve Witkoff with European officials in Paris.
Ceasefire & Security:
-A permanent ceasefire is to be established immediately.
-Both parties will begin technical discussions to implement the ceasefire.
-Ukraine will receive strong security guarantees from a group of European and selected non-European countries.
-Ukraine agrees not to pursue NATO membership but can continue toward EU membership.
Territorial Agreements:
-The U.S. formally recognizes Russia’s claim over Crimea.
-The U.S. unofficially acknowledges Russian control in Luhansk, and parts of Zaporizhzhia, Donetsk, and Kherson.
-Ukraine regains territory in the Kharkiv region.
-Ukraine takes back control of the Zaporizhzhia Nuclear Plant (to be overseen by the U.S.) and the Kakhovka Dam. Electricity from the plant will be shared.
-Ukraine secures full navigation rights on the Dnieper River and takes control of the Kinburn Spit.
Economic Terms:
-The U.S. and Ukraine will establish economic cooperation, especially on minerals.
-Ukraine will be rebuilt and financially compensated.
-Sanctions on Russia imposed since 2014 will be lifted.
-U.S.-Russia economic cooperation will resume in energy and industry.
