China has outlined its main economic and policy priorities for the coming year in its annual government work report, a key document that sets out the country’s development plans.
The report was delivered at the opening of the annual session of the National People’s Congress, China’s top legislative body, where lawmakers review government plans and discuss major national policies.
Presenting the report, Premier Li Qiang said the government will focus on maintaining stable economic growth while advancing long-term development goals. Officials said China will continue working to strengthen its economy, support businesses and improve living standards amid a challenging global economic environment.
Economic stability remains a central priority. The government plans to expand domestic consumption and encourage investment in key industries to support growth. Authorities also emphasised support for private enterprises and small businesses, which play an important role in job creation and economic activity across the country.
Innovation and technological development were also highlighted in the report. China aims to increase investment in areas such as artificial intelligence, advanced manufacturing, digital technology and green energy. Officials said strengthening these industries will help modernise the economy and create new drivers of growth in the years ahead.
Employment is another key focus, particularly for young people entering the workforce. The government pledged to expand job opportunities, improve vocational training programmes and support entrepreneurship to help graduates and young workers secure stable employment.
Improving public services was also identified as a priority. The report outlined plans to strengthen healthcare, improve the education system and expand services for the country’s ageing population. Officials said further efforts will also be made to support rural development and reduce economic disparities between regions.
Environmental protection and green development were also highlighted. China plans to continue expanding renewable energy and promoting cleaner industrial practices as part of broader efforts to balance economic growth with environmental sustainability.
The government work report provides guidance for China’s policy direction over the next year and offers insight into how the country plans to manage economic challenges while pursuing modernisation and long-term development.
