Ukrainian President Volodymyr Zelenskiy said a Russian drone strike on a bus carrying miners in the Dnipropetrovsk region has killed at least 12 people, as he confirmed that a new round of peace talks involving Ukraine, Russia and the United States is scheduled for next week in the UAE.

In his nightly address on Sunday, Zelenskyy said the strike hit a regular coach transporting miners in Ternivka, in the Pavlohrad district, offering condolences to the victims’ families and noting that several people were also wounded.

First Deputy Prime Minister Denys Shmyhal described the incident as a “cynical and targeted” attack on energy workers, while the miners’ employer, DTEK, said the victims were returning home after finishing their shift.

Zelenskyy also highlighted the mounting strain on Ukraine’s energy infrastructure, saying more than 500 residential buildings in Kyiv remain without heating as repair work continues amid freezing winter temperatures.

“This cannot be considered normal in a city where, for weeks, hundreds of buildings are left without heating every day,” Zelenskyy said, calling for faster coordination between city authorities and the national government.

He said additional warming centres have been set up across Kyiv, with hot meals being distributed, and urged residents in need of assistance to contact emergency services or the government hotline.

Turning to diplomacy, Zelenskyy confirmed that Ukraine’s negotiation team had reported progress toward another trilateral meeting.

“There is already an arrangement to hold a trilateral meeting at an appropriate level,” he said, adding that the talks are planned for Wednesday and Thursday next week in the United Arab Emirates, as in the previous round.

The announcement comes amid uncertainty over a Russian pledge to suspend attacks on energy infrastructure. The Kremlin said it had agreed to halt such strikes until Sunday at the request of U.S. President Donald Trump, with Kyiv saying it would reciprocate.

Ukraine remains under pressure from Washington to pursue a peace settlement in the nearly four-year-old war, while continuing to face Russian airstrikes that have heavily damaged its power system during one of the coldest winters in years.

Zelenskyy said Ukraine is ready for “substantive” talks, even as Russian forces continue advances on the battlefield.
