The State of Palestine welcomed a joint statement issued on 14 November by the United States, Qatar, Egypt, the UAE, Saudi Arabia, Indonesia, Pakistan, Jordan, and Türkiye backing the draft UN Security Council resolution and the Comprehensive Plan to End the Gaza Conflict.
First announced on 29 September and reaffirmed at the Sharm Al-Sheikh meeting, the plan calls for a permanent ceasefire, unhindered humanitarian aid, withdrawal of military forces, and immediate reconstruction in Gaza.
Palestine highlighted the importance of restoring normal life, protecting residents, preventing displacement, and supporting the two-state solution. The statement reaffirmed the Palestinian people’s right to self-determination and the establishment of an independent State of Palestine under international law, and confirmed Palestine’s readiness to assume full responsibilities in Gaza as part of its unified land, people, and institutions.
The United States and regional partners described the Comprehensive Plan as a historic effort providing a path to Palestinian statehood and regional stability. The statement urged swift adoption of the resolution and stressed its goal of advancing peace and security for all communities in the region.
Meanwhile, the U.S. continues diplomatic engagement with Hamas. Steve Witkoff, U.S. envoy for peace missions, plans to meet senior Hamas negotiator Khalil al-Hayya, focusing on maintaining the Gaza ceasefire agreed in October alongside a hostage exchange deal. Witkoff has previously met al-Hayya and offered condolences for personal losses, highlighting a human dimension to the talks. U.S. and Hamas officials have not confirmed the upcoming meeting, and plans may change.
