New French Prime Minister Francois Bayrou announced on Monday that power will be restored to all households in storm-hit Mayotte by the end of January, while rebuilding shantytowns will be prohibited.
Cyclone Chido, the worst storm in 90 years, devastated the French archipelago, sparking anger over delayed aid, clean water, and electricity in France's poorest overseas territory.
Bayrou visited Mayotte to unveil an emergency plan, "Mayotte Standing," including a bill to ban makeshift housing, to be presented on Jan. 3.
"We can't let Mayotte become the capital of shantytowns," Bayrou said. "It can't be about rebuilding Mayotte as it was. We must draw a different future for Mayotte."
Water supplies, a flashpoint even before the storm, will return to pre-disaster levels next week, and 200 Starlink antennas will help restore communications.
Bayrou also revised early death toll estimates, suggesting it is likely in the hundreds, though the official count remains at 39.
