South Korea on Friday summoned Cambodia’s ambassador to lodge a protest over the death of a South Korean student in the country and raised its travel advisory for Phnom Penh amid a surge in online scam cases targeting Korean nationals.

Foreign Minister Cho Hyun expressed serious concern to Ambassador Khuon Phon Rattanak over the ongoing cases of job scams and the detention of South Korean citizens in Cambodia. He urged the Cambodian government to take “swift and practical measures” to put an end to such crimes, according to a statement from Seoul’s foreign ministry.

The ambassador acknowledged Seoul’s concerns and said he would convey them to his government, the statement added. Cambodia’s embassy did not respond to calls from Reuters seeking comment.

South Korean media reported that a college student from South Korea was tortured to death in Cambodia in August, in a case linked to a fraudulent employment scheme.

In a separate announcement, South Korea’s foreign ministry elevated its travel alert for Phnom Penh to a special advisory level, effective from 9 p.m. Korean time (12:00 GMT), citing safety concerns for its citizens.
