Congo and M23 rebels sign key declaration of principles in Qatar

The Democratic Republic of Congo and M23 rebels have agreed on a declaration of principles in Qatar on Saturday. The ceasefire aims to halt fighting and pave the way for broader peace talks, though major challenges remain.

The signing by representatives from both sides took place at a ceremony in Qatar that followed months of Qatari mediation after talks began in April.

The United States has pushed for the finalization of a lasting peace agreement in the volatile Central African nation. U.S. President Donald Trump has expressed hope that such a deal will attract Western investment to the region, which is abundant in tantalum, gold, cobalt, copper, lithium, and other valuable minerals.

Fighting between M23 and Congolese forces has escalated since January, causing thousands of deaths and widespread displacement.

Despite this breakthrough, several critical issues, including M23’s withdrawal from captured territories, reopening of banks, and the release of detained fighters remain unresolved.

The UN and Western nations have accused Rwanda of supporting M23 with troops and weapons, allegations Rwanda denies, citing security concerns.

It was unclear on Saturday how many of those issues have been resolved.
