U.S. President Donald Trump’s special envoy Keith Kellogg arrived in Kyiv on Monday to begin discussions on military support, security cooperation, and sanctions targeting Russia.

The visit comes after Ukraine has called for stronger U.S. backing, with Ukrainian President Volodymr Zelenskyy urging support for new sanctions, air defence systems, and offensive weapons to pressure Russia into peace.

The head of Ukraine’s presidential administration, Andriy Yermak, said "Defence, strengthening security, weapons, sanctions, protecting our people, strengthening cooperation between Ukraine and the United States — there are many topics to discuss," Yermak wrote on the Telegram messaging app.

On Sunday, President Zelenskyy said in his evening address that he had tasked military commanders with briefing Kellogg on Russia’s current military capabilities and Ukraine’s defence needs.

Kellogg will also meet with Ukraine’s intelligence and security service leaders as part of the visit.

Negotiations on further U.S. support are expected throughout the week. Zelenskyy said he wants Washington to fully understand what is needed to compel Russia toward peace.

President Trump recently pledged to send Patriot missile systems to Ukraine and, according to Axios, may announce a broader plan to provide offensive weapons—a notable shift in policy.
