Hikmet Hajiyev states that Azerbaijan is the author of the peace treaty initiative with Armenia, while highlighting ongoing territorial disputes and the need for constitutional amendments to ensure lasting regional peace.

However, it must be acknowledged that the crimes against humanity and other acts committed by Armenia against Azerbaijan cannot be forgotten. These changes should lay the groundwork for lasting peace in the region. It should be noted that in interstate relations and conflict resolution, amending the constitution of countries is not unprecedented, and there are several examples in this regard.”
