Armenian Prime Minister Nikol Pashinyan says the TRIPP project will establish a direct railway connection between Azerbaijan and Armenia and strengthen wider regional transport links.

Direct rail connection

Pashinyan outlined the plans on Friday while addressing a meeting of the Eurasian Intergovernmental Council in Minsk, Belarus, by videoconference.

The meeting brought together the prime ministers of Eurasian Economic Union (EAEU) members Russia, Belarus, Kazakhstan and Kyrgyzstan.

Pashinyan said Armenia was continuing to promote its “Crossroads of Peace” initiative, which seeks to expand transport, energy and digital connectivity across the region.

A key element of that initiative is the Trump Route for International Peace and Prosperity (TRIPP), he said.

“The TRIPP project will establish direct railway communication between Armenia and Azerbaijan,” Pashinyan said.

He added that the project could integrate Armenia into the international railway network and help create a rail connection between the Persian Gulf and the Black Sea.

According to Pashinyan, the development would have implications for Azerbaijan, Armenia, Georgia and Iran.

Regional transport links

Pashinyan said he had briefed fellow leaders during a restricted-format session on efforts to unblock regional transport infrastructure following the establishment of peace between Azerbaijan and Armenia.

He said Yerevan expected measures that would improve the efficiency of Armenia's railway network, without providing further details.

TRIPP is intended to provide transport connectivity between Azerbaijan's main territory and the Nakhchivan Autonomous Republic through Armenia, while also supporting broader regional connections.

The project has become a central part of efforts to develop economic and transport links between Azerbaijan and Armenia. The two countries' foreign ministers discussed progress on transport and economic ties when they met on the sidelines of the UN General Assembly in New York on 24 September.

Pashinyan raises EAEU trade barriers

Pashinyan also used his address to raise concerns over restrictions within the EAEU, saying administrative barriers continued to hinder the effective operation of its single market.

He said there had been no significant progress on several outstanding issues since his previous participation in the Eurasian Intergovernmental Council meeting in Cholpon-Ata, Kyrgyzstan, in August.

“In particular, restrictions and administrative barriers remain in place, which continue to significantly hamper the full and effective functioning of the single market,” he said.

Pashinyan called for continued dialogue to remove obstacles affecting the export and transit of Armenian goods in accordance with EAEU rules.

He also stressed the importance of the free movement of goods, services, capital and labour, alongside food security and stable agricultural supplies, for the functioning of the bloc's single market.

Pashinyan said greater progress in removing trade barriers would help provide more stable trade flows and predictable conditions for businesses across EAEU member states.
