The Kremlin announced on Sunday that Putin expressed his sympathies to the families of the victims and wished a swift recovery to the injured.
State media in Iran reported that the explosion, believed to have been caused by chemicals, resulted in at least 25 deaths and left 800 injured at the port on Saturday, which is Iran's largest.
