Ukraine is urging Washington to sanction Russian companies and individuals it says are helping Moscow develop a new satellite network that could strengthen Russia’s military capabilities.
Denys Sienik, Ukraine’s acting ambassador in Washington, said the Rassvet system could become operational as early as 2027 and pose a serious threat to Ukraine.
“If they launch Rassvet by the end of 2026, they will be able to target to hit Ukrainian targets real time on our territory,” Sienik told reporters.
He said Kyiv would provide U.S. officials and Congress with information on those allegedly involved in the programme.
“If these entities are not sanctioned, it will actually make this program possible for Russia and that will be a game-changer.”
Rassvet is being developed as a smaller counterpart to SpaceX’s Starlink satellite internet network. Its developer, Iks Holding, says the system is expected to begin operating in 2027.
The company launched its first 16 low-orbit satellites in March and plans to eventually build a network of about 900 satellites.
Starlink, meanwhile, has more than 10,000 satellites in orbit.
Western countries have already imposed sanctions on parts of Russia’s space and communications infrastructure, but Kyiv is calling for wider measures.
Sienik also appealed for around 300 additional Patriot interceptors ahead of winter, saying Russia is producing more than 100 ballistic missiles a month.
Ukraine faces mounting pressure to strengthen its air defences as Russian missile and drone attacks continue. Kyiv has also pushed for expanded Starlink coverage, including over Russian territory, arguing that it could help locate missile launch sites.
The U.S.Treasury has not immediately commented on Ukraine’s latest request for sanctions.
