U.S. Transportation Secretary Sean Duffy said the United States opposes Russia’s bid for a seat on the 36-member governing council of the U.N. aviation body.

Russia is lobbying aviation officials at this week’s International Civil Aviation Organization meeting in Montreal to ease restrictions on spare parts and overflight rights.

“They are the most aggressive violators of international agreements and norms,” Duffy told Reuters in a phone interview. “With Russians spoofing GPS and shooting down aircraft, how could we allow a country that makes airspace more dangerous, not safer, to join a global aviation organization?”
