The Azerbaijan International Development Agency (AIDA) and the Turkish Cooperation and Coordination Agency (TİKA) have signed an agreement to strengthen international development and humanitarian cooperation.
The memorandum of understanding was signed in Baku during the conference “Strengthening Global Solidarity through Humanitarian Assistance and Development Cooperation”, marking the 15th anniversary of AIDA’s establishment.
Azerbaijani Deputy Foreign Minister Yalchin Rafiyev and TİKA President Abdullah Eren signed the document.
Speaking at the conference, Eren said AIDA had established itself as a significant international development partner over the past 15 years, building a strong reputation among its counterparts.
Although AIDA is one of the younger institutions in the international development community, Eren said its achievements had already earned recognition from more established organisations.
“AIDA is one of the younger institutions in our development agency community, but its achievements have earned it well-deserved respect among the most experienced organisations. When AIDA was established in 2011, it did not reinvent Azerbaijani solidarity. It inherited a centuries-old tradition. This legacy dates back centuries to the caravan routes of the Caspian, to philanthropists of the past who extended a helping hand far beyond their borders, and to compassion for strangers in distant lands. Today, AIDA has earned an undeniable reputation among international development partners,” Eren said.
Eren also highlighted Azerbaijan’s transition from a country facing the consequences of occupation, as well as refugee and forced displacement challenges, to a reliable and respected donor, saying its experience held particular value for the developing world.
“This is precisely the experience the developing world needs,” he emphasised.
AIDA, Azerbaijan’s national donor organisation operating under the Ministry of Foreign Affairs, was established in 2011. Over the past 15 years, it has provided assistance to more than 140 countries, allocating around $400 million through bilateral and multilateral channels.
Its work has included healthcare, education, natural disaster response and capacity building, with more than 50 countries in Africa receiving assistance.
The memorandum is expected to open a new phase in development cooperation between Azerbaijan and Türkiye, with the two countries planning joint programmes in several African countries.
According to TİKA, the planned initiatives will include vocational training and capacity-building programmes.
The conference also focused on how international cooperation can move beyond immediate humanitarian relief to support long-term development and build capacity.
Participants discussed the importance of working together to develop sustainable solutions, as conflicts, displacement and humanitarian crises continue to affect millions of people worldwide.
