Azerbaijani Foreign Minister Jeyhun Bayramov has travelled to Avaza, Turkmenistan, where he is scheduled to attend and address a meeting of the Council of Foreign Ministers of the Commonwealth of Independent States (CIS).
Bayramov is also scheduled to participate in a meeting of the foreign ministers of Central Asian countries and Azerbaijan. He is expected to hold a number of meetings during his visit.
The CIS is a free association of sovereign states formed in 1991 by Russia and 11 other former Soviet republics. Its origins date to 8 December 1991, when the elected leaders of Russia, Ukraine and Belarus signed an agreement establishing the association to replace the Soviet Union.
The three Slavic republics were subsequently joined by Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in Central Asia, Armenia, Azerbaijan and Georgia in the South Caucasus, and Moldova. Lithuania, Latvia and Estonia declined to join the organisation.
Its top governmental body is a council comprising the heads of state and government of member countries, supported by committees of cabinet ministers responsible for areas including economics and defence.
The CIS coordinates member states’ policies in areas including the economy, foreign relations, defence, immigration, environmental protection and law enforcement.
Azerbaijan became a member of the CIS on 24 September 1993. Within the CIS framework, Azerbaijan cooperates with member states in various fields, particularly cultural, humanitarian and scientific cooperation.
The last CIS Council of Foreign Ministers meeting was held in Moscow on 17 April, where participants discussed current issues on the international agenda and cooperation within the CIS framework. Azerbaijan was represented by Deputy Foreign Minister Samir Sharifov.
The meeting resulted in decisions concerning two basic organisations in the field of education. The council also adopted a joint statement marking the 65th anniversary of the first human flight into space, stressing that the exploration and use of outer space should serve the welfare of all peoples and countries.
Participants also approved a number of draft documents for submission to the CIS Council of Heads of State and Council of Heads of Government. These included a draft decision to declare 2028 the Year of Social Development and Quality of Life in the CIS.
