Azerbaijan and Uzbekistan have moved to deepen their strategic partnership, with President Ilham Aliyev’s state visit focusing on political ties, education, culture and stronger links between Central Asia and the South Caucasus.
President Aliyev and First Lady Mehriban Aliyeva travelled to Bukhara on Monday, where they were welcomed by Uzbek President Shavkat Mirziyoyev and First Lady Ziroatkhon Mirziyoyeva.
The leaders and their families visited the historic Ismail Samani Mausoleum, one of Central Asia’s oldest Islamic architectural monuments, underscoring the shared cultural and historical links between Azerbaijan and Uzbekistan.
A key moment of the visit was the signing of the Treaty on Eternal Friendship between Azerbaijan and Uzbekistan on 24 August, strengthening the political and legal foundations of their bilateral relationship.
The agreement builds on the two countries’ strategic partnership, which was elevated to the level of an alliance in 2024 with the signing of the Agreement on Allied Relations.
The leaders also held the third meeting of the Azerbaijan–Uzbekistan Supreme Interstate Council, discussing ways to expand cooperation in trade, investment, transport, energy and other sectors.
On 23 August, President Aliyev and President Mirziyoyev attended the opening ceremony of the National Pedagogical University named after Nizami Ganjavi in Tashkent.
The institution marks a new chapter in educational cooperation between the two countries and builds on their longstanding cultural ties.
The university has established partnerships with Azerbaijani higher education institutions, including Azerbaijan State Pedagogical University, Baku Slavic University, Baku State University and Azerbaijan University of Languages.
Transport and logistics were also high on the agenda, with both countries seeking to strengthen their role in Eurasian connectivity.
Azerbaijan’s infrastructure, including the Baku International Sea Trade Port and the Baku–Tbilisi–Kars railway, gives Uzbekistan access to European markets through the Middle Corridor.
Cooperation between Baku and Tashkent also extends to wider regional transport projects, including the China–Kyrgyzstan–Uzbekistan railway and efforts to connect Central Asian routes with the Caspian Sea.
The development of the Zangezur Corridor was also highlighted as part of Azerbaijan’s broader vision to expand regional transport networks and strengthen links between Asia and Europe.
The visit underscores Azerbaijan and Uzbekistan’s shared vision of Central Asia and the South Caucasus as an interconnected geopolitical and economic space.
Beyond bilateral cooperation, both countries are deepening coordination within the Organization of Turkic States, with a focus on transport, trade, investment, education and security cooperation.
The second day of President Aliyev’s visit signalled that ties between Baku and Tashkent are developing beyond a traditional partnership, as the two countries work to create a long-term platform for regional connectivity and economic integration.
