Russia says peace deal draft still under preparation after prisoner swap

Kremlin spokesman Dmitry Peskov confirmed Monday that while serious work continues on a proposed peace agreement for the Ukraine conflict, Russia has yet to submit a draft document. The announcement follows a recent prisoner exchange and ongoing diplomatic efforts.

Kremlin spokesman Dmitry Peskov said on Monday that Russia is actively working on a proposed peace deal regarding the war in Ukraine, but no formal draft has been submitted to date. The commitment to develop a memorandum was made after Russian President Vladimir Putin’s phone call with U.S. President Donald Trump last week.

Despite accusations from Kyiv and European governments accusing Moscow of stalling, Russian officials deny any intention to delay the peace process. Peskov emphasized that the draft is a “serious document” that requires thorough review and preparation.

Russian Foreign Minister Sergei Lavrov stated that Moscow would provide the draft peace accord after completing a prisoner exchange agreed upon during recent talks in Istanbul. The swap, involving over 1,000 detainees from both Russia and Ukraine, was confirmed complete by Russia’s defense ministry on Sunday.

According to Peskov, future progress toward a peace deal will build upon the agreements made in Istanbul, with the prisoner exchange serving as a key initial step in the process.
