Iran conveys initial response to U.S. proposal through Qatar

Iran’s Foreign Ministry says it has conveyed its initial position to the United States through Qatar over Washington’s response to Tehran’s seven-day plan aimed at ending the war and reopening the Strait of Hormuz.

Spokesman Esmaeil Baghaei said Iran conveyed its views to the mediator during a stopover in Doha last week, asForeign Minister Abbas Araghchi returned from the UN General Assembly in New York.

“We are reviewing the details and will provide additional points on certain details to the U.S. side,” Baghaei said at a media briefing on Sunday, adding that the matter was being considered by the relevant authorities.

Deputy Foreign Minister for Legal Affairs Kazem Gharibabadi also said Tehran was reviewing the U.S. counterproposal to Iran’s incremental plan, which was communicated by mediators to Washington on the sidelines of the UN General Assembly on 22 September.

Gharibabadi said Iran’s final position would be relayed through the appropriate channels, while stressing that Tehran was “simultaneously prepared for other scenarios”.

Tehran keeps diplomacy open

The comments were echoed by Foreign Minister Araghchi, who warned that Iran would respond “harder” to any renewed military attack while keeping the door open to diplomacy.

“Iran remains ready to achieve a just and honourable solution through diplomacy. However, if the enemies once again take the path of military confrontation, they will face a stronger response,” he said during a meeting with ambassadors, chargés-de-affaires and heads of foreign and international missions in Tehran on Sunday.

Authorities in Tehran and Washington have not officially disclosed the details of Iran’s proposal or the U.S. counterproposal.

The two sides are already at odds over the restoration of shipping through the Strait of Hormuz. Leaked reports suggest U.S. demands over the nuclear issue, along with disagreements over the order of confidence-building measures, have created another obstacle to reaching a provisional agreement.
